| 摘 要： | 在城市建设征地过程中政府作为强制性制度的供给者,在利益分配中处于主导地位,农民集体及农民居于被动和从属的位置。分析了政府、农民集体及农民三者在城市建设征地过程中的利益关系,探讨了利益冲突的原因,提出了相应的对策建议。

| Abstract: | In the process of land expropriation for urban construction, the government stands in a dominant position as the provider of compellent system, while farmers＇ collective and farmers are passive and subordinative. This paper analyzes the interest relationship among the government, farmers＇ collective and farmers, probes into the reasons of their interest conflicts, and advances some corresponding countermeasures. |
