构建新农村公共文化服务体系

当前湖北新农村公共文化服务体系建设存在着诸如认识不足、体制不顺,投入不足、资金缺乏,供给不足、设施老化,市场滞后、沉渣泛起等问题.建构湖北新农村公共文化服务体系,切实保障农民最低文化生活权利,是一项复杂的系统工程,需要做好以下几个方面的工作:转变政府职能,建立农村文化管理体制;进一步加强农村公共文化基础设施建设;生产农村公共文化产品,创新社会支援机制;建设农村文化市场体系,发展农村特色文化;保障公共文化服务体系建设的资金投入.

Constructing the Public Culture Service System of the New Village

Currently there are many questions in constructing Hubei public culture service system of the new village,for examples,the understanding is not full,the system is not perfect,the funds investment is insufficient,the apparatus is old and the market is lagged.To construct Hubei public culture service system of the new village and guarantee the lowest right of peasants' cultural life is a complicated system engineering,it requires us to finish the following works: changing the function of government and establishing the administrative system of countryside culture;strengthening the construction of fundamental facilities;producing the countryside public culture products and innovating the society supporting system;building the countryside cultural market system and developing the special countryside culture;ensuring the funds investment.
