| 摘 要： | 通过对江苏省历年来社经济发展与污染排放特征的分析,以及与国内外污染排放状况的对比分析,揭示了江苏经济发展与环境保护的矛盾所在.并且提出了三种不同的发展模式:高增长高排放、零增长低排放和高增长低排放,对其进行了定量分析,提出要从江苏省地区发展不平衡的实际出发,依据苏南、苏中和苏北不同地区的特点,调整发展模式,以达到环境、经济、社会复合系统的可持续发展.

| Abstract: | The paper analyzed statistic data of jiangsu, compared it with foreign pollution conditions, then exposed the contradiction of economy and environment of jiangsu. The paper put forward three different development model: high development high discharge, zero increase low discharge and high development low discharge, then analyzed it quantitatively, and figured out that the model of high development low discharge should be adopt, by improved scientific level, increased environmental investment to melioration environment, so benign circulation of complex system of economy, society and environment will be achieved. |
