| 摘 要： | 乡镇企业是我国国民经济的主要组成部分，关系到广大农村经济社会的发展与稳定，如何使其完全与市场经济接轨，重振雄风，再造辉煌，是各级政府务必抓紧的一件大事。文章对传统的乡镇企业的发展历程、面临的困难作了客观分析，并就其改革的目标、步骤及其措施等方面提出了自己的主张。
