中国北方海区AIS应用研究

研究了AIS在中国北方海区的四种应用,提出应得到海事主管机关更多关注的四方面问题,分析各方面问题的根源以及潜在的和现时的影响.引入四种新理念和建议以应对目前AIS在中国北方海区应用中显现的问题.认为AIS不适宜单独应用于海事安全管理,而需要和其他助航手段和理念的结合.

Study on applications of AIS in the northern sea region of China

AIS applications in the northern sea region of China, which is relatively advanced technically and practically therein, have representative significance of reference to other parts of the world.Four current applications utilized within the region were analyzed.Based on the investigation and analysis of the four ap- plications,four issues to which more attentions should be paid from the perspective of maritime competent authorities are iden- tiffed.Moreover,deep-seated causes and potential and actual ef- fects of each issue are collated and evaluated in detail in the dis- sertation for the convenience of further solutions introduced sub- sequently.Subsequently,four new concepts and solutions are introduced to curb those problems appearing in the current AIS applications within the region.It is urged that AIS is unsuitable to solely function for maritime safety administration and needs to integrate with other navigational tools and concepts to realize a higher achievement.
