金融危机背景下中西部地区农民工创业问题研究

源自2008年的令球金融危机，给叶1国外向型企业带来了很大的冲击。受此影响，大批农民工被迫返乡。中西部地区农民工要转变观念，认清形势，勇于创业。本文从思想发动、技能培训、项目评审、风险防范、多元激励等方面提出了农民工创业的政策选择。从人力资本的培育来看，随着更多农民工创业成功，农村劳动力素质将得到相应提升，这将增强中西部农村劳动力的就业和创业能力，进一步提高中西部农村的人力资本层次和水平。从新农村建设角度来看，通过探讨农民工创业的现实选择和政策建议，从而推动更多的返乡农民工创业．为解决中西部地区亿万农民的就业问题寻找出路，对于促进中西部新农村建设将起着不可估量的作用。

A Study of Peasant-workers'Business-Starting in the Central-and-Western China in the Financial Crisis

The global financial crisis starting in 2008 has severely impacted on the export-orientated companies in China,which has caused millions of peasant-workers to return to their hometowns.The peasant-workers in Central-and-Western China should alter their original opinions,clearly understand the situation and have the courage to start a career for themselves.This essay puts forward many alternative policies for peasant-workers to choose projects,so as to avoid the risks.
