| 摘 要： | 构建学习型社会的措施主要包括：建设网络学习社会、建设从社区到社会的文化体系、建设从家庭到城市的组织体系、建设从物质到制度的支持体系。要通过政策引导，激励广大干部群众积极参加各类学习培训，激发广大干部群众的学习热情，努力形成人人要学习、人人爱学习的良好局面。
