| 摘 要： | 强化政府的公共服务职能,建设服务型政府是我国经济社会发展的客观要求.服务型政府的建立有赖于公共型财政的建立,但建立公共型财政不可能一蹴而就.作为一种制度变迁,它同样面临着路径问题.公众权力的弱小,经济对财政的过分依赖是建立公共型财政的主要障碍.

| Abstract: | It is objective requirement of economic society development for our country to strengthen public service of government and build up service government.The establishment of service government depends on the building of public revenue,but the building of public revenue has a long way to go.As a kind of system changes,it also faces the problem of path.The weakness of public power and the economy's over-dependence on the fiscal are the main obstacles of establishing public revenue. |
