风险驱动下的区域安全与应急一体化管理模式

 安全是城市经济快速发展和社会稳定运行的基础条件,也关系到每个组织、每个人的切身利益。各级政府近年来对安全工作提出越来越高的要求,明确风险管控、隐患治理、事件处置之间的关系,用系统论方法将各项工作高效衔接、将相关信息充分互链,对实现事前有效准备、事发快速响应、事中科学处置、事后即时恢复具有重要意义。基于对“风险-隐患-事件”的概念与管理目的辨析,给出了基于风险辨识与评估结果下的日常安全任务触发、隐患发现与上报、事件监测与处置分析框架,并进一步结合信息化技术,设计了区域安全管理与应急指挥平台的架构、业务流程和主要功能模块。

Risk-driven management mode of regional safety and emergency integration

The safety is the basis of the economic development and the social stability. It also concerns the vital interests of every organization and everybody. The demand for safety is ever growing. The relations among the risk management, the hidden hazard control and the emergency response should be studied in order to prepare effectively, respond rapidly, rescue scientifically and recover instantly. In this paper, the conceptions and the relations of the "risk-hidden hazard-incident" are discussed, and an integrated framework of the daily safety management, the risk management and the emergency management is proposed. On this basis, the architecture, the business process and the main modules of the integrated platform are designed, which could provide an effective support for the regional safety and emergency management.
