摘    要:基础设施网络被认为是灾后救援的生命线,如何在灾害引致中断情况下构建有效的灾后救援基础设施网络,是灾后能否及时响应的关键所在.本文首先针对灾后救援基础设施网络设计和调度问题,构建集成网络流变量、网络设计变量和调度变量的整数规划模型;其次,构建求解模型的优化方法,包括启发式调度规则和有效不等式;最后,分小规模和大规模两种网络情景,通过算例验证所构建模型及方法的有效性.研究成果可作为一个有效的灾后实时恢复活动的决策支持工具:有助于实施长期的救灾方案规划活动.

Abstract:Infrastructure network is generally recognized as disaster relief lifeline, constructing an effective infrastructure network under disruption is key to timely disaster response. Integer programming was employed to build a design and scheduling problem of disaster relief infrastructure network integrating network flow variables, network design variables and scheduling variables. Then heuristic scheduling rules and effective inequality were constructed to provide an efficient solution. The validity of the constructed model and solution method were tested in small-scale and large-scale network scenarios. The results can be used as an effective real-time decision support tools for disaster recovery activities so as to be helpful to implement a long-term disaster relief planning.
