| 摘 要： | 中国近代自然灾害频繁发生。究其原因,除了自然条件方面的因素之外,低下的小农经济生产力发展水平、严重失衡的生态环境、政治腐败、战乱频繁等原因大大降低了政府和人民的防灾、抗灾能力,从而加大了灾荒发生的频率。
