| 摘 要： | 和平崛起是中国进入21世纪的国家发展战略，加强海权建设是中国依据冷战结束后的世界格局和国家海上周边环境的正确决择。文中运用辩证唯物主义的观点，阐述了中国海权的选择要服从和平崛起国家发展战略，以及中国海权发展对和平崛起的重要作用。

| Abstract: | Peaceful growing up is Chinese national development strategy in the 21st century. Strengthening sea rights construction is the right choice made by Chinese government according to the world situation after the cold war and the national circumjacent surroundings on sea. With the dialectic materialistic ideas, this article states that the choice of China＇s sea rights should submit to the national development strategy of peaceful growing up and that the development of China＇s sea rights is important to peaceful growing up. |
