| 摘 要： | 文中探讨了SBA采办模式的特点，明确了舰船装备费用可承受性的研究内容和研究目的，分析了如何应用SBA采办模式下的仿真与建模技术提高舰船装备费用可承受性，指出SBA的实现其必然成果之一就是舰船装备费用可承受性的提高，实施SBA的关键在于观念的转变。必须大力促进仿真与建模技术的快速发展和应用，才能切实提高舰船装备的费用可承受性。

| Abstract: | The characteristics of SBA are researched. The meaning and the target of cost affordability of naval vessel are determined. How to enhance cost affordability of naval vessel by modelling and simulation under the mode of SBA is explored thoroughly. It is pointed that one of the main output of the achievement of SBA is the improving of cost affordability of naval vessel. And the key point is to realize the importance of SBA. Great attention has to be paid to the development of modelling and simulation so as to put SBA into practice. By the way, the cost affordability of navy vessel can be improved thoroughly. |
