| Abstract: | This theme expored the theoretical base for public participation in Environmental Impact Assessment, and pointed out that the economic source of environment problem is its outer - uneconomic facts in environment problem. The economic cause of this problem is that the government and market were out of order in environment protection . And the formation and development of the theory of environmental fights establish its rights base. |
