| 摘 要： | 公共支出绩效定义包括行为过程和结果两个方面,既有绝对的内涵,又有相对的内容,是一个绝对量和相对量的集合体.在战略与结果两条思路的指引下,可以尝试构建一个本土化的、完整的公共支出绩效评估模型.模型整体可以分为项目前期准备、绩效评估准备、评估实施与反馈、评估结果及应用四大部分,具有全面质量控制、战略与结果导向、分阶段的过程控制、信息流的反馈与循环,以及项目与评估的持续互动等鲜明的特色.运用该模型进行的公共支出绩效评估能有效地反映政府绩效,为政府总体绩效的提高提供了更为坚实的制度和手段保障.

| Abstract: | When the Public Expenditures' Performance is appraised,the basic objects are expenditures,while the content is expenditures' performance.The concept of Performance in this essay not only includes the processes,but also refers to the results,it's an aggregation of absoluteness and relativeness.Under the guidance of strategy and results,the essay makes up a mainland and integration-oriented model of public expenditures'performance appraisal. |
