试论城市交通的综合治理

本文首先从城市交通系统的系统工程性,社会性和交通问题原因的多样性等方面,说明对城市交通必须采取多种方式的综合措施进行治理。其次,阐述了“综合”的两层含义,综合治理必须要有一个战略性的总体规划,对治理的要求、目标、前提条件,交通对策等作出明确规定,并采用不同层次的多种方法择优选用,进而将城市交通系统归纳为五个子系统,系统间需保持平衡,以发挥系统整体功能,最后提出了综合治理的基本原则和治理的程序。

On the Comprehensive Treatment of Urban Transportation

Owing to the systematic and social characteristics of urban transportation system and the multiplicity of the transportation problems, the author suggests that the problems be treated with combined methods, and explains the twofold meanings of the word comprehensive. The urban transportation comprensive treatment must have a strategic and comprehensive plan, and it must have clear stipulations about its demands, objectives, premises, conditions and policies. In this paper, the urban transportation system is classified into five subsystems, these subsystems should keep balance with each other so that the whole system can function more efficiently. A system balance chart is presented. Finally, the basic principles and a program of comprehensive treatment are proposed.
