开发老年人力资源 应对人口老龄化的挑战

摘    要:我国在开发利用老年人力资源方面,由于缺少政策鼓励、社会服务和家庭支持,老年人就业中没有劳动合同保障、最低工资保证和劳动福利保护,直接影响了老年人力资源的开发利用。要尽快制定老年人力资源开发的政策法规,呼吁社会重视对老年人力资源的开发利用,适时推行灵活退休制度,把老年人才开发纳入人才资源开发的整体战略之中。

Abstract:There are still many inadequacies in human resource development of the elderly, such as the lacking of an encouraging policy, social services and family support, which lead to the elderly working without guarantee of labor contract, minimum salary or labor welfare. Therefore, the author argues that several measures should be done, including making relevant policies and laws, appeals for attaching more importance to human resource development of the elderly, putting flexible retirement into practice timely, and to bring human resource development of the elderly into the whole human resource development strategy.
