| 摘 要： | 针对汾河灌区灌溉水利用率低、水资源供需矛盾突出，缺水严重的现状，提出了节水与养水统筹兼顾的指导思想，在大力发展节水灌溉的同时，注意涵养灌区的水资源，使汾河灌区实现经济效益与社会效益同在，保证水资源的可持续利用。

| Abstract: | In the light of the present situation of Fenhe River irrigated areas that the utilization ratio of the irrigating water is lower, the contradiction between the supply and the demand of the water resources is prominent, and the w ater shortage is severe, this paper puts forward the guiding idea of taking into consideration both the water saving and the water conserving, at the same time of developing the water-saving irrigation, paying attention to conserving the w ater resources in the irrigated areas, realizing the co-existence of the econom ical benefit and the social benefit, guaranteeing the sustainable utilization of the water resources. |
