| 摘 要： | 西部水生态失衡，实质是水资源管理失控，缺乏与水资源开发利用相关的调节机制，造成水资源极大浪费而形成的，要从根本上解决这一问题，就必须实行科学的流域管理，以市场调节为手段，抓住节水这个关键，建立高效协调的水利运行机制，使西部有限的水资源在更广阔的地域发挥其生态，经济和社会效益。

| Abstract: | Ecological imbalance of water in westChina is essentially caused by a extreme waste of water resources which resultsfrom the out of control of water resources management and the lack of the mechanism of management on exploitation and utilization of water resources. To solve thorougly this problem, scientific valley management must be carried out. We mustadopt market adjustment mechanism to seize the key of economizing water and establish an efficient and coordinated running mechanism of water conservancy. Thiswill be helpful to make full use of limited water resources in west China for their ecological, economic and social benefits in a wide area. |
