淘汰落后产能政策下工业产值对工业污染排放的影响——以贵州省为例

摘    要:通过分析贵州省受淘汰落后产能政策影响的13种传统制造业工业产值对其污染物排放量的影响,以期为贵州省继续实施淘汰落后产能政策提供参考。利用贵州省9个地区2011—2017年淘汰落后产能产业企业的产值、排污量数据,以环境库兹涅茨曲线理论为基础,建立广义线性回归面板模型。结果表明:贵州省各地区淘汰落后产能产业产值对其工业废气排放量、氮氧化物排放量、粉尘排放量的影响呈倒“U”型曲线关系;贵州省各地区科学技术财政支出与淘汰落后产能产业工业废气排放量、氮氧化物排放量呈负相关;贵州省各地区节能环保财政支出与淘汰落后产能产业氮氧化物排放量、粉尘排放量呈负相关;贵州省各地区规模以上工业增加值与淘汰落后产能产业氮氧化物排放量、粉尘排放量呈正相关。建议贵州省相关部门参考淘汰落后产能产业产值与排污数据的关系图,继续切实执行淘汰落后产能政策,保证科学技术财政支出有生态效益、节能环保财政支出用到实处,同时要加大贵州省公众的环境监督奖励力度,并做好贵州省新入工业企业的数量规划与管理。

Influence of Industrial Output Value on Industrial Pollution Emission Under the Policy of Eliminating Backward Production Capacity: A Case of Guizhou Province

Abstract:Based on the analysis of the influence of 13 kinds of traditional manufacturing industrial output value affected by the policy of eliminating the backward production capacity on the discharge of pollutants in Guizhou, this study provides a reference for government to continue the policy. A generalized linear regression panel model based on the environmental Kuznets curve theory, and are established, in which the output value and industrial emission data of backward industries enterprises from 2011 to 2017 in 9 cities of Guizhou are used. The results showed that the output value of the industrial waste gas, the emission of nitrogen oxide, the emission of the dust and the industrial output value of the backward industries in various regions of Guizhou are in an inverted U curve relation, the financial expenditure of science and technology is negatively correlated with the elimination of industrial exhaust gas emissions and nitrogen oxide emissions from backward industries, the financial expenditure on energy saving and environmental protection is negatively correlated with the elimination of nitrogen oxide emissions and dust emissions from backward industries, the industrial added value above the scale is positively correlated with the elimination of nitrogen oxide emissions and dust emissions from backward industries. According to the relationship between the output value of the backward production capacity industry and the sewage discharge data, the government should continue to implement the policy of eliminating backward production capacity, and ensure that the financial investment on science and technology in Guizhou has ecological gains. The government should also ensure that the financial investment on energy conservation and environmental protection in Guizhou can realize its expected goal. The reward for the public supervision of the environment in Guizhou should be enhanced. And the gvoernment need to reasonable plan and manage the new industrial enterprises in Guizhou on their numbers and scales.
