关于贯彻执行民主集中制难点的思考

民主集中制是党建工作的重中之重。但民主集中制这一充满辩证思维且高度概括的根本组织制度和领导制度贯彻实行起来却有许多难点 :确切理解涵义难、正确把握实质难、严格按照程序难、妥善处理关系难、认真执行监督难。必须加强贯彻执行民主集中制有关具体制度的研究 ,就民主集中制的内涵、外延、实质、程序、关系、监督机制等制定具体的可操作的制度 ,以防民主集中制这样一项党的建设的重要制度的贯彻好坏仅仅取决于领导者个人素质的好坏。

Some Thoughts on the Difficulties to Executing the Democratic Centralism

The democratic centralism is the most important part in works of the Party building. There are many difficulties in works of executing and implementing this basic organizational system and leading system, which include problems such as how to understand the meaning exactly; how to grasp the essence correctly; how to do everything strictly according to procedures; how to deal with various relationships properly and carry out the supervision seriously, etc. We must strengthen the study of the relatively specific systems as to its subsystems of implication, intension, extension essence, procedure, relationship and supervision system, which are specific and can be operated in order to overcome the option that the leaders' own quality be the only cause whether the democratic centralism can be carried out smoothly or not.
