| 摘 要： | 探讨了推进碳减排、发展低碳经济改造经济发展模式,提出政府应发挥政策引导作用,调整现行资源环境政策,完善煤炭资源税征收机制、适时开征碳税,对碳减排项目实行补贴与支持政策,重点扶持碳捕捉和碳封存技术,并在长期稳步建立碳排放市场交易制度。通过系统构建低碳经济发展的机制体系,把发展低碳经济与调整优化产业结构相结合,推动经济向低碳化发展的转型升级。 |

| Abstract: | This paper emphasized that the government should play a guiding role,focus on the existing resources and environmental policies,improve tax of coal resources,impose carbon tax timely,carry out subsidies and support policy or carbon emission reduction projects,support Carbon Capture and Sequestration technology R&D,establish carbon exchange center in long-term.So that China can realize the transition from high-carbon growth to low carbon growth through building systematically low-carbon economy development mechanism system and combining low-carbon economy development with industrial structure optimization. |
