| 摘 要： | 水是生命的源泉,是人类社会生存和发展的基本条件,如何保护、开发利用好水资源是涉及国计民生的大事.湖南省虽然水资源相对丰富,但因利用率低、污染严重且时空分布不均导致水资源形势日益严峻.因此,如何节约用水、保护和合理配置水资源,是促进经济可持续发展和构建和谐社会的重大课题.

| Abstract: | Water is life resource and bases for human being 's existence and development,so how to protect and develop it is very important to its country.Low exploitation and heavy pollution are problems which Hunan province should be against though water resource is rich.The aim of this paper is to research how to save,protect and reasonably arrange the water resource in Hunan province. |
