| 摘 要： | 为了解决“万能政府”导致的问题,孙中山提出了“权能分治”的思想。其内涵是把国家大权分为政权和治权。政权即为“权”,治权即为“能”。它主要包括实行权能分治的指导思想、实施权能分治方案的方法、权能分治的基本原则。这一思想具有十分积极的意义,但也明显存在不足,其内在缺陷使它难以完成所提出的任务。

| Abstract: | In order to cope with the shortcomings induced by the almighty govemment,Sun Yat-sen put farword the Separation of Rights and Duties in administrative system whose connotation was the twofold separation of the political power and the administrative power.The article analyzes the guilding ideology,course of action,and fundamental principles for the Separation of Rights and Duties. |
