| 摘 要： | 通过揭示信访、信访问题、信访治理、问题信访等信访主题词的内涵及其它们之间的联系,能够澄清信访理论研究中存在的认识误区,并勾勒出信访制度变迁的两条轨迹:一条是信访用来解决信访问题,达到信访的治理;一条是信访逐渐“问题化”,异化为问题信访,成为治理的对象。
