铁路应急预案管理系统的研究与设计

为保证铁路运输安全和应对突发事件的能力,应对铁路运营部门制定的法规、制度和应急预案等进行有效可靠的管理。针对目前预案管理中存在的分散管理、查询修改不易、共享性差等问题,笔者综合考虑C/S模式在信息管理、办公自动化等事务处理和B/S模式在信息浏览、查询和发布方面的优势,采用B/S和C/S模式相结合的混合模式开发了铁路应急预案管理系统。研究了铁路应急预案的计算机一体化、多媒体管理等问题,描述了预案管理系统的结构、功能、数据库设计以及计算机的实现过程。

Research and design of Emergency Plan Management System for Railway

Railway operation department has constituted roles, regulations and emergency plan files to ensure safe an reliable operation.But the rules are scattered in different sectors,making it difficult to share and search them between different sectors.To solve this problem,taking the advantage of C/S mode in information management and office automation and that of B/S mode in information browse,information enquiry and information issuing,both C/S and B/S modes were adopted to form a mixed mode of Emergency Plan Management System. This paper argues that Emergency Plan Management System shall be developed and describes the system structure,function modules,database structure and software designing process of Emergency Plan Management.
