| Abstract: | Starting with the managing concept of being man-oriented, the paper proposes and thoroughly analyzes an innovative concept： to have all staff participating in the budget management of an enterprise. Firstly, good relationships between the subjects will be coordinated. Secondly, justified organizations and goals will be constructed for budget management. Thirdly, management of the rigidity and flexibility will be conducted for drawing support from incentive mechanism and evaluating system. Thus the effective budgetary management can be realized within the company. |
