美国在建国后的一个多世纪的时间里,长期都奉行一种＂孤立主义＂的外交政策,然而到19世纪末,随着西进运动的完成和工业化的基本实现,为了寻求经济进一步发展的动力,解决国内市场狭小与不断发展的社会生产力之间的矛盾,一种新的扩张主义思潮——＂新天定命运＂论应运而生。新天定命运论是一个内容十分庞杂的体系,主要包括种族优越论、社会达尔文主义、新边疆、海权论等社会思潮。由于这种理论迎合了垄断资产阶级对外扩张的欲望而受到他们热烈的吹捧,并一度成为美国对外侵略扩张的旗号。

In over one century after the independence of America,America had been carrying out the isolationism foreign policy.But with the completion of westward movement and the realization of industrialization by the end of 19th century,a new expansionism theory new manifest destiny came into being in order to hunt for the impetus of further development,and solve the contradiction between the limited domestic market and developing productivity.The theory of new manifest destiny is a complicated system,mainly including ethic superiority theory,social Darwinism and the legitimate power over the sea,etc.It was greatly welcomed by the monopoly capitalists because it met their demand,and became the flag they held up while aggressing other countries.
