城乡和谐发展视角下的新农村建设发展战略

从城乡和谐发展的视角看,农地集体所有制的制度约束和城市发展限制、特别是中小城市发展限制是制约新农村建设的主要瓶颈。实行国家与个体农民共同所有的农地股份制改革,通过重建社会来再造城市经济,消除城乡二元结构,重点加强作为大城市和广大农村之间＂中间地带＂的中小城市的中流砥柱作用,是新农村建设发展战略的主攻方向和战略重点。

The Development Strategy for New Rural Construction in the Perspective of Harmonious Development between City and Rural Area

Through the perspective of harmonious development between city and rural system restriction of collective ownership of rural land and the restraint of city development,especially the restraint of middle-sized and small city development becomes the main bottleneck which restricts the development of new rural area.Adopting the stock system reforms that state and individual farmers own rural land together and rebuilding city economy through reconstruct society and eliminating city and countryside binary structure,especially reinforcing mainstay effection of middle-sized and small city which is an intermediate zone between big city and extensive rural area naturally becomes main direction for attacking and strategic emphasis for the development strategy of new rural construction.
