冷战时期美国的拉美政策

拉丁美洲在美国的冷战战略中处于相对次要的位置。冷战初期,美国没有给拉美提供政府援助而是让垄断资本去自由开发;古巴革命的冲击和拉美人民不满情绪的高涨迫使肯尼迪政府推出了“争取进步联盟”,但效果并不理想;之后美国政府对拉美政策再无大的突破,里根政府再一次把意识形态因素提上了议事日程;冷战的结束更使得拉美在美国外交中的地位大大下降。意识形态、冷战进程、历史积淀和控制手法是冷战时期美国对拉美政策中的重要影响因素。

U.S. Policy to Latin America in the Cold War Period

Comparatively,Latin America at the secondary position in the U.S.Cold War Strategy.At the beginning of the Cold War,U.S.didn't offer government assistance to Latin America,letting the monopoly to exploit freely.Revolution of Cuba and strong dissatisfaction of Latin American forced the Kennedy Administration to put up "Alliance for Progress" project,but the effect was not as good as they expected.After that,U.S.policy had made no further progress,and the Reagan administration put ideology on the agenda again.The position of Latin America in the U.S.foreign policy was decreased dramatically as the Cold War came to an end.Ideology,process of the Cold War,historical dimension and the technique of control are the influential aspects in the U.S.policy to Latin America during the Cold War period.
