黄土高原农业可持续发展方略初探

黄土高原水土流失加剧、沙尘风暴连年发生、水资源日趋紧张、干旱面积不断扩大和自然灾害日益严重，是造成该地区农业生产低且不稳的主要原因。特别是2003年粮价波动之后，辖区的农业问题再次引起高度的重视。黄土高原作为我国能源-化工-重化工基地，其农业生产发展的好坏，直接关系到经济的可持续发展。针对黄土高原面临的主要问题，从历史时期经济社会与生态变迁的相互作用关系中揭示出历史经验教训以及西部大开发确定的发展方针，并在总结已有的农业成功范式的基础上提出了农民脱贫致富奔小康过程中的农业发展战略。

DISCUSSION ON SUSTAINABLE AGRICULTURAL DEVELOPMENT ON LOESS PLATEAU

An analysis on the causes for lower agricultural productivity on Loess Plateau was made. The loss of soil and water, the dust bowl, decreasing of water resources, increasing of dry land area, etc. are the main causes for that question. However, as the energy, chemical and factory basement of China, the development of agriculture on Loess Plateau will influence on the ecology, economic and social sustainable development of the country. In view of the main problems of that area, and based on analyzing the historical experience, summarizing the successful agricultural developing-model, the sulutions of the agricultural development, rise in peasants' income and rural development on Loess Plateau were suggested.
