| 摘 要： | 建立一个科学合理的科技创新评价指标体系非常重要。以公平客观、科学实用、系统全面、体现特色为原则,提出了邵阳市科技创新指标体系的设计方案,并对方案存在的问题进行了分析,提出了一些改进建议。
