基于政府角度的新疆公路代建制风险研究

近年来新疆大力实行公路代建制管理模式,随之带来的风险问题也成为研究的热点。如何能使代建制管理模式更好地在新疆实行,最主要的就是对各类风险的识别了解。针对这一目标,从政府角度出发,采用了层次分析法模型对公路代建制模式在新疆特殊环境下使用产生的诸多风险因素进行分析、识别,得到各风险所对应的权重,从而确定出新疆公路代建制管理中所面临的主要风险有代建人在疆适应性、人文风俗兼容及政局不稳定风险。

Xinjiang highway agent risk research based on the angle of the government

In recent years, with the agent construction management mode vigorously implement in Xinjiang highway the attendant risks has also become a hot research. How to make better agent construction management mode implemented better in Xinjiang, the most im- portant is to understand and identify various types of risk. For this goal, from the govern- ment point of view, the AHP model analysis is used to identify the risk factor of highway agent construction management mode used in the Xinjiang special environment to get the weight of each corresponding risk.The main risk of higeway agent construction management mode are the agent adaptability in Xinjiang, cultural customs compatible and political insta- bility risk.
