论技术规范的建构与实践

本文力图克服以往对技术规范研究中系统性不够、逻辑性不强、辩证性不好的缺陷,从建构技术规范的全程性、综合性、辩证性和实践性原则出发,认为技术规范的内容体系应该是由创造性和模仿性相结合、科学性与可行性相结合、标准性与宜人性相结合、保密性与公开性相结合以及经济性与社会性相结合这五个方面构成的,并且文章最后提出了实施技术规范的途径主要应在技术家个体、技术组织以及政府三个层次展开,以期从理论和实践的结合上促进技术规范进一步完善。

Discussion about the Construction and Practic of Technological Paradigm

This thesis tries to overcome the shortcomings about technological paradigms are lilited in a certain area but not study them systematically,logically,dialectically and to construct modern technological paradigms intergrally,comprehensively,dialectically and practically.On this base,the thesis put forward five paradigms as follows: the combination of creation and imitation,the combination of science and feasibility,the combination of standard and convenience,the combination of secrecy and publicity,the combination of benefit and responsibility.At last the writer divides the people who implement the paradigms into three gooups-individual,organization and state and put forward ways of implement for each grmp to accelerate the implement of modem technological paradigms in theory and practice.
