In the development of human society, information systems supported by science and technology are an indispensable tool in the service of people. This paper starts with the general used system theories, then discusses in multiple levels how people bring into full play the initiative to acquire the information and technology to upgrade information systems, and also offers in-depth ideas on how to apply the theory of ＂the evolution of the evolution mechanism＂ to the information field so as to advance the development of science and technology.
