| 摘 要： | 分析了当前综合用地分割、登记及评估中存在的问题，提出了一个新的关于综合用地分割、登记及评估的办法，即基于他项权利的综合用地分割及评估．对土地他项权利进行确认和登记，有利于完善土地的权属管理，适应了土地使用制度改革的需要．
