区域优势产业发展的科技支撑作用分析——以辽宁为例

在市场经济条件下，任何一个区域的经济发展都是由其具有优势的产业发展所决定的。优势产业的发展不仅可以影响区域经济增长，还可以通过产业结构的变更改变整个区域的经济结构。本文对区域优势产业的内涵与选择基准进行了界定，认为“区域优势产业”应包括外生比较优势产业和内生比较优势产业两种层次，选择中应遵循资源优势、技术优势、市场优势、关联优势和比较优势5大原则。在此基础上，以辽宁为例，利用产业梯度系数分析辽宁的优势产业，认为辽宁的优势工业行业可以整合为石油化工等3大产业链，探讨产业发展中制约科技支撑作用的因素，并从有效发挥政府作用增强科技对辽宁优势产业支撑作用的提出相关建议。

Study on the Support of Science and Technology in the Development of Regional Advantage Industries --Take the Example of Liaoning

In the market economy, the development regional economic is decided by the development of advantage industries. Advantage industries can not only affect the regional economic growth, but also can affect the regional economic structure through the changes of the industry structure .In this paper, we deifned the connotation and selection criteria of regional advantage industries include exogenous and endogenous comparative advantages. In the selection of advantage Industries, we should follow ifve principles：resource advantage, technology advantage, market advantage, relational advan-tage and comparative advantage. On this basis, we made the analysis on the advantage industries of Liaoning, using indus-trial gradient coefifcient. Liaoning’s advantage industries can be integrated in 3 major industrial chain ,such as the petroleum chemical industry. Then, we investigate the factors supporting role of science and technology in industrial development, and proposed some suggestions on enhancing scientiifc and technological effects in the development Liaoning’s advantage in-dustries.
