我国科技管理体制改革在科技管理和院所管理方面不断完善

科研机构的职能定位、治理机制、政策环境、法律支撑体系等直接关系到科研院所管理的成效。是影响国家科技资源布局、国家创新体系建设和科技管理体制改革的微观要素。而科技决策机制、宏观协调机制、项目评估成果奖励制度等则是科技管理体制改革的宏观要素。本文从宏观科技管理和微观院所管理两个方面。就2006年《国家中长期科学和技术发展规划纲要（2006—2020年）》实施以来．我国科技管理体制改革取得的成效和相关领域专家提出的进一步完善、深化改革的实施建议进行了综合报道。

Continuous Improvement of Technology Management Reform in China in Terms of Technology Management and Institutes Management

The function positioning, governance mechanisms, policy environment and legal support system of scientific research institutions is directly related to Scientific Research Institute management, which is the micro factor affects the layout of national science and technology resources, the construction of national innovation system and technology management system reform. Technology decision-making mechanism, macro coordination mechanism, project evaluation and reward system are macro elements of science and technology management system reformation. From two aspects of macro science and technology management and micro Institute management, we analyze the achievements in terms of technology management and institutes management during China＇s reform of science and technology management system since the implementation of ＂plan＂ in 2006.
