简析完善中西部落后地区农村医疗卫生服务体系

进入21世纪后,政府在促进农村医疗卫生事业的发展,保障农民享受医疗卫生服务方面采取了各项有力措施,取得了阶段性成果。但从总体看,我国农村医疗保障程度仍然不高,农民在享受医疗卫生福利方面受益面不广,特别是中西部落后地区,由于财政经费投入的不足,硬件软件建设的缺失、体制机制的不健全,农村医疗卫生服务体系的不完善,仍然是影响农村医疗保障制度改革深入推进的"瓶颈"。文章从中西部落后地区农村医疗卫生服务体系的薄弱现状及其问题、现状背后的原因分析以及如何进一步完善农村医疗卫生服务体系3个方面展开了论证。

The Brief Analysis about Improving the Rural health Service System in Midwest Backward Regions

After entering into the 21st century, the government has taken effective measures and has achived initial progress in promoting the development of rural medical health services ＆ protected the farmers enjoy medical health services. But overall,the protection of China＇s rural medical degree is still not high enough, farmers＇medieal and health benefits are not wide, especially in the backward Midwest area, due to the lack of fiscal expenditure, the deficiency hardware and software construction, unsound System and Mechanism, and incomplete rural medical and health service system, those are still the ＂bottleneck＂ which influent the development of the rural medical security system. This article will demonstrate from 3 aspects, which are the weak status and problem of the medical health service system in midwest rural backward area, analyze the reasons behind the current situation, and how to further improve the medical health service system.
