| 摘 要： | 全面建设和谐型小康社会,解决“三农”问题是关键。当前,我国农民负担过重,经济利益、政治民主权利、社会保障权益没有得到充分实现与尊重,成为影响我国改革、发展与稳定的重要因素。农民利益流失问题既有历史与现实的原因,也有各种主客观因素。各级政府应高度重视农民利益问题,积极稳妥推进农村经济、政治、社会体制改革,把农民利益的保护与实现纳入制度化、法制化轨道,为新农村建设奠定坚实的基础。
