| 摘 要： | PFI模式有效解决了政府投资的低效率问题，提高了公用基础设施的投资收益，为改善国家基础设施面貌，推动城市化进程做出了贡献．然而PFI项目中作为公共利益代表的政府和与追求私人利益最大化的私人投资者在某些方面存着冲突．针对PFI的特点，运用博弈论的理论和方法，建立PFI项目中政府与SPC之间的监督模型，对并通过对模型的分析得到若干有益的结论，为我国PFI的发展提供有益的启示。
