中国高校科研产出和科研效率经验研究

通过2005—2010年我国31个省市的统计数据实证考察了我国高校的科研产出与科研效率．本文首先实证检验了科研投入与科研产出之间的关系，结果显示：我国高校在国外发表的论文数量与研究人员数量、基础研究经费显著正相关；出版的科技著作数量与基础研究和经验研究经费正相关，与科研人员数量的关系不显著；发明专利数量与科研人员数量、基础研究经费和应用研究经费显著正相关．继而，考察了科研效率与科研投入之间的关系，结果显示我国高校人均在国外发表的论文数量和人均发明专利申请数量与投入的科研人员数量间呈现出了显著的倒U型关系．经验研究结果表明我国高校应强化试验发展研究并加强高校内涵建设，提高科研人员的科研能力、提升高校科研效率．

Empirical study based on scientific research output and research efficiency of chinese universities

This paper investigated scientific research output and research efficiency of Chinese universities through the 2005-2010 years of China＇s 31 provinces and cities. In this paper, we empirically tests the rela-tionship between input and output of scientific research, the results show that there is positive relationship be-tween the number of papers published in foreign countries and the funding for basic research; The number of published books on science ＆ technology and basic research and experience research funding has positive correla-tion, and the number of scientific personnel did not correlate significantly, and there is positive relationship be-tween patent number and funding for basic research and applied research fund. Then, we examines relationship between efficiency of scientific research and scientific research investment, the result shows the significant invert-ed U type relationship between the per capita number of papers published in foreign countries , the per capita number of applications for invention patents and the number of scientific personnel.
