浅谈突发环境事件应急监测演习的策划

近年来,随着各地经济的高速发展,突发性环境污染事件的发生率呈上升趋势。为检验环境监测部门处置突发环境事件的应急监测能力,及时发现系统中存在的问题,进一步提升应急监测的实战水平,各地环境监测部门按照相关法律、法规和预案等的要求,有计划地开展突发环境事件应急监测演习。本文归纳了应急监测演习的基本概念,以及应急监测演习的各组成部分,并提出了相关建议,希望以此为相关部门策划突发环境事件应急监测演习提供参考。

Brief Discussion on Planning the Environmental Emergency Monitoring Exercises

With the economical development of our country, the incidence of environmental emergency has been rising. In order to test the ability of environmental emergency monitoring, find out the problems in the system and improve the capacity in the actual eases, the departments of environmental monitoring all over the country have developed environmental emergency monitoring exercises, based on relative laws, rules and preplans. This paper summarizes the basic conceptions and the component parts of environmental emergency monitoring exercises. Meanwhile some suggestions are given to provide references for planning the environmental emergency monitoring exercises.
