| Abstract: | The article indicates that the library of the central city's local university must serve the lo- cality,which is a major characteristic of this kind of library.Serving the locality ought to proceed by stages and its ultimate objective is building the library into the document and information centre of science and technology in the locality.The article also puts forward some tactics about how the library serves the locality. |
