自上世纪90年代起,全球公民社会的话语开始兴起。然而就何谓全球公民社会以及它的未来发展方向问题引来热议。在乐观派看来,全球公民社会不仅是复杂全球化历程中的必然现象,而且它将在参与全球治理体系以及制衡全球市场体系方面发挥着积极的作用。在怀疑派或批评家那里,全球公民社会则是一纯粹的＂乌托邦＂,或者是经过精心包装的词汇,实质是西方世界对非西方世界的新的殖民。

Discourse of Global Civil Society in the Construction,Reflection and Criticism

The discourse of global civil society has been around since the 1990＇s but has only recently been popularized.The optimists believe that the global civil society is not only an inevitable phenomenon in the complex process of globalization,but it will participate in global governance systems and checks and balances of the global market system.While Some critics believe that the global civil society is a pure ＂utopia＂ or deceptive words.In fact,it is a new means of the western colonialism oppressing non-western world.
