市管县体制的局限性分析及改革构想

市管县体制是我国在传统计划经济体制向社会主义市场经济体制转轨过程中发展壮大的，有其历史发展的必然性。它曾经发挥了重要的功效，但随着社会制度背景的变迁，市管县体制已显现出明显的弊端。我们应结合国内外发展的实践经验，逐步构建省直管县公共行政体制，实现我国地方行政管理体制的改革趋向。

On the Analysis of Limitations and Reforming Concept in Terms of the City- Administering- County System

The city -administering -county system has achieved its growth and development during the transitional process from China＇ s traditional planned economy to a socialist market economy, and thus has the inevitability of its historical development. It once played an important role, but with the background of the social system changing, this kind of system has shown some distinct disadvantages. We should develop and gradually build a public administration system of province - governing - county conbining the practical experience at home and abroad so as to realize the trend of reforming China＇ s local administration system.
