贫困是人类社会发展中困扰经济和社会发展的难题之一，在西藏消除贫困问题不仅是经济问题，它关涉社会政治稳定、民族团结和国家边疆安全问题。文章介绍了西藏农牧区的贫困状况和国家消除贫困的政策措施，分析了西藏贫困现象较为突出的原因，并就西藏扶贫开发和可持续发展提出对策。

On the Poverty Alleviation and Sustainable Development of Agricultural and Pastoral Areas in Tibet

Poverty is one of the problems remaining in the economic and social development of the human society. In Tibet, poverty is not only an economic problem, but also an issue concerned with social and political stability as well as national solidarity and security. The article illustrates poverty in agricultural and pastoral areas of Tibet and the policies carried out by the national government to alleviate poverty there. The causes of poverty in Tibet are analyzed, and a solution is proposed about poverty alleviation and sustainable development of Tibet.
