学习井冈经验 加强基层监督——井冈山时期的基层民主监督及其启示

在井冈山斗争时期，中国共产党就非常注重基层民主建设，尤其是在加强基层民主监督方面作了艰辛的探索：建立士兵委员会，让士兵参与军队民主监督；实行民主集中制，加强对党和苏维埃政府的监督；实行广泛的政治民主，让工农群众监督政府；实行经济民主制度，由士兵监督经济开支。井冈山斗争时期我党加强基层民主监督的经验可以对当今地方人大如何加强对公共预算审查与监督提供一些启示：地方人大民主监督必须以经济问题为主，紧扣“经济开支”这根弦，充分发挥法律给予的公共预算审批与监督职能；要充分发挥地方人大代表民主监督职能，通过审批与监督公共预算，有效地制约和监督政府（地方领导）；地方人大对公共预算行使监督的职能，不仅地方人大代表要积极参与，而且要让全体公民都积极参与进来。充分调动广大群众的参政议政的积极性。

It inspired local people congress with the means of strengthening the inspection and supervision of public budgeting and other economic issues to restrict and supervise the government. The mass should also be encouraged to involve in state affairs.
