| 摘 要： | 城乡建设用地增加与农村居民点减少相挂钩试点工作的提出和稳步实施(以下简称"增减挂钩"),有效地促进我国统筹城乡发展,成为助推社会主义新农村建设的一项重大举措.笔者通过文献综述法对增减挂钩的发展历程与现行模式进行了介绍,剖析了城乡建设用地增减挂钩的内涵,深入分析了增减挂钩政策在社会主义新农村建设中起到的助推作用,最后提出了当前增减挂钩工作中需要注意的问题. |

| Abstract: | The proposal and the steady implementation on city construction land increase and residential land decrease has effectively promoted the balance between urban and rural development in China,which has become a significant measure to advance the progress of a new socialist villages.This thesis introduces the development history and the current model of city construction land increase and residential land decrease by means of literature view.It also analyzes the connotation of city construction land increase and residential land decrease and the boosting effects on pushing forward the new socialist construction in the countryside.Finally it presents some problems that should be noticed in current work. |
