论因犯罪致残的刑事被害人之社会保障

将刑事被害人纳入社会保障体系的构想,为我国刑事被害人提供了新的权利救济途径。但现阶段有关刑事被害人社会保障的构想还过于笼统,不具有针对性,有必要对保障对象加以细化。因犯罪致残的刑事被害人即是这一对象中具有双重弱势身份的特殊群体,对这部分人进行有针对性的社会保障既是对他们权利的有效救济又有利于整个刑事被害人、残疾人社会保障体系的全面建立。

Taking the criminal victim into social security system is a remedy to the rights of crime-disabled victims in China.But the idea of criminal victim＇s social security in the present times is still too general without specific targets.So it is necessary to refine the protection targets.The crime-disabled victim is a special part of the social security with double disadvantages.Establishing a targeted social security to them is an effective relief of their rights,and is of great benefit to the perfection of social security of the whole criminal victims and disabled people.
